I think it would be a good endgame item that could be made from lucent gems similar to how Guild Wars 2 does it. It would be balanced, and technically moving with grapples would still be faster over land, but it would be both useful over water and generally just awesome.
It could consume durability similar to how the Elytra does from Minecraft
