I can’t find it anywhere been to 3 exos today with no luck 
Kindling isn’t on all exo planets. Tier 7 and lower tier coal/metal planets from memory has kindling. You won’t find goo on the coal/metal planets though.
I thought it was only found on exo planets
Meaning that not all Exo planets have kindling, but it is only found on Exo planets. You can also buy it.

Kindling Mass is found in the wild only on [Exoplanets, particularly the Coal and Metal variety.
