you mean perma worlds colors? or sov colors?
perm worlds , possibly sovs too
im using this for colors, perma worlds didint changed 
as for sovs - owner can change colors once a month so im not sure if scanning and updates works, if not you have to visit every sov and check every color in knowledge tab

but somehow this is scary after all those years of buying sov planets still so many colors are locked, for non- tintable blocks… and why?

I don’t disagree. I assume it’s just how James wanted it. When you put it out on paper or visualize all the colors, you realize how many are locked still. Granted a lot of those you can get from an exo or color changing exo.
I haven’t gone through my haul from the color-cycling, but I want to compare those colors with the locked list and see how many I grabbed. Should be interesting.
really, i can ubderstand gleam as very decorative high demanded block but soil? what a point in locking so many soil colors? do they think we are competing i n building rare color mud huts? so many mud colors are locked either 
i didnt get much on this Easter weekend exo as i socializing with family
in my free time i picked gleam, tangle and ghostflowers, im almost sure i didnt saw any single rare gleam colors, i saw only rust, stale, pale, silk and ashen palettes, no pure, dark, bright or vivid colors,
do you noticed how many vivid colors are still locked? i have no words…

I think about it like this, do I really need all the colors? Not really, I only build in a couple of colors, but I hope to have my new shops up pretty soon and just sell it all pretty cheap. I just hoard way too much.

i really dont need them, i want all non-tintable blocks for my color storage display
besides i really like the look and surface of non-tintable deco blocks and still hoping one day we will be able to craft decorative version of that blocks
so far im happy we have foliage and mould trellis

Just curious, i have no idea if ANYONE has tested this, but is it possible to try and specifically target new colors getting generated?
What i mean is, is sovereign color generation doing a thing where certain planet types are more likely to generate certain colors?

not sure tho but after all sov planet bought by @bucfanpaka, there is also sovereign megathread made for it, there is a conclusion that T6 sovs got biggest chance to appear with locked color, i think there is also a palette spectrum made to every gem specific planet
it sounds too simple right, this way ruby sov should have chance to spawn red gleam :P, topaz should spawn yellow and sepia, emerald should spawn mint, sapphire should spawn cobalt, unless they’re locked only to be gleambow…
