I think the goal would be to cover recurring monthly server fees (without adding to them), some type of marketing/social media specialist, and for an employee or contractor who can rig mobs/characters + apply player-submitted asset skins. Along the lines of what you see with Minecraft skins/blocks.

would love to see mighty / elite mobs in tier 1-3 too👌.

I have thought for a long time they should add the locked tools to a DLC add on. I know they were originally early backer perks and such. But with so many of those players gone it would be nice to be able to get those available to additional players willing to pay to get them.

i dont think its bad idea, its good idea, esp for long term portals, between worlds or between world and sov
also, i will to pay monthly fee for right to place campfires at exos

Gleam Club for portals is something that has been asked for since Early Access. Sounds like a good idea to me.
Gleam Club for portals would have to have a limit on number of portals. You could basically fuel a whole world hub from anywhere. It would have to be for specific things like portals to your Sov while Sov is fueled or something. Also Oort prices would change and hunts would be for those wanting Mob parts more than Oort. This would change some of the basic economy that was built into the game. Not sure if that would be for the good or not here.

another alternative would be for current gleam club to add 20 - 30% more time for portals owned by that character. People would still need to actively refuel, and therefore take part in hunts or buy, but it would take a little pressure off and really make gleam club worth having.
