There are currently no plans to add NPCs to the game. See here: Q&A: Economy. You can also use the forum’s search feature (the magnifying glass in the top right) to search for “NPC” to see all of the suggestions and discussions that have already taken place about this topic! 
If you see something in another thread you’d like to add on to, feel free to do it there, but the devs have confirmed multiple times that the dude in the sanctum is the only NPC we’re likely to see.
