well the game should definitely say it somewhere that there is a tax 
but ok than this is solved at least

There will be more transparency added regarding tax rate in a later update

Do you have to pay for them, or got it for free?
I didn’t actually count the number of seeds vs the amount of money - I just though it should be impossible to “sell” something to a plinth if the person doesn’t ask for it and has no money allocated for it.
Edited to add:
@vdragon I can confirm that the Buying Plinths displaying a tool as the item you are buying is just a visual bug in the Inventory screen - the plinth works fine regardless of what your Inventory shows.

I can only give you a screenshot the exact same as Heurekas with a tool in the inventory - This plinth is set to buy verdant grass seed and works fine (if you ignore the fact people are able to sell/give me gnarled and barbed seeds with no money allocated to them).
