what happen with active, opened reclaim at beacon that got reclaimed?

It gets reclaimed. It will be merged with other items from dormant claims.

You cannot reclaim a beacon with an active reclaim in it, unless

• it expires
• it is on a private planet and gets force reclaimed by the owner
• it is on a private planet that gets deleted

To get past this, I recommend placing down a bunch of chests, throwing all the reclaim storage into them, and THEN reclaim it.
