The max is a smart stack of shards every 4 days or so. 100 hours IIRC.
Once you have a portal that costs the max (20 something conduits) you can make it any size square/rectangle up to 10x10 without costing any more oort.
I like wide portals better than tall but I still remember when Ultima opened their new (at the time) hub with all the 10x10 portals to the regions. It was pretty cool, quite the spectacle

I remember that, too. 
If I recall correctly the Storis to Arie (or vice versa) was maintained by Immarock and Moose. I built the pub in Lacuna just because I missed the one Immarock had built.
