My beacon in Palus Canau is entirely leaf-fueled. Recently I fueled it and it gave my back all of my leaves except for 1, and it brought the fuel meter all the way up to the half-way point. I tried fueling it with the remaining pile of leaves, but no matter how much fuel I put into it it would not go beyond half-full capacity.
Yeah, we know.
Add timber and trunks to fill it all the way up to max.

You can only fill beacons half way with leaves. Timber and trunks will max it out, as @SWProzee1 mentioned. This is working as intended.
