Yep chisel change the rock first as rock to stone is 18 to 50 and so on.
But even after u make deco u can use chisel change but I think only between type 1 and type 2.

make it to what ever you need it in the end and then convert it with the transform chisel, its easier to convert 50 blocks over 280
