Twice today, at different shops on opposite sides of a world, I have encountered request baskets that don’t seem to work right.
As you can see here, this is the value of the items vs. the basket budget. The value of the items is 55c under the basket budget.
And here is after the items have been placed in the basket. The value is the same, 6,370c with a basket budget of 6,425. So how is something that was below the budget sending the basket so far in the negatives?

If you want to see the true amount it can take read the basket before opening it(this seems to include the tax into the budget)
The price within the basket is the set item price (by owner) without the tax.
The price observed on the basket is the full price (set and tax) also states how many of set item(s) the basket can buy.
Except for their actions they work the same as a shop stand when you interact with them. As a shop stand doesn’t show you the tax on price the owner will pay 
(Thats why the available funds with in a basket don’t make sense as a seller)
