I have tried closing and reloading Boundless. Closed and reloaded Steam too, hasn’t resolved it.

I can confirm I am also getting this error. Exactly as OP described. I tried a different internet connection and full PC restart. No change in symptoms. If it helps to diagnose, I was last connected to Kol Huroo.
also on PC and getting the same message when I try to log in. I was last connected to Storis II
The servers are failing to reach the Steam API due to a certificate issue. I’ll need to investigate more to figure out how to resolve it.

It should be working again now. I updated the list of root certificates that the server was using.
