I’ve had a similar idea to this but without in game features to support it I personally don’t think it’s something that I would ever pursue. I just have really bad trust issues.
Good luck on this idea though! It’s definitely one that has a lot of merit and makes for a pretty cool collaboration in the game.

Is that the Catacombs in the desert SW of the PS gateway… i found a big underground cave system in that desert area that initially wanted to build a underground city in… I was wondering who took that area over…
