I’ve dropped a bunch of points into getting level one for the various crafting skills, but am not seeing any new recipes? Is there something else that has to be done?

Take a look in the knowledge tab in the main menu. All recipes you have unlocked will explain precisely what you need to make them; including what machine.

The issue turned out to be that it requires spending two points in Tool Crafting to get to the next level. The description should probably be different – I assumed that one point was level one, two points were level two, and higher levels were locked until later.
