Does slow-mo debuff affect action speed?

The debuff description says it only affects walking and running speed, is this accurate does anyone know?

Does it not affect action speed?

To clarify the description issue for @rossstephens

The text in the forge itself seems to be correct, though.

Also, I get the same numbers for run & sprint in the UI as @ciprianb when at max speed from skills, but if I have no speed skills, I get this:

Which is a small sprint speed boost.

Is this working as intended?

Also, what is walking?
