yep 
my loses interpretation on:
is that the live servers “might” be unavailable while they confirm everything is working as expected. No way of really knowing till we get more word / they become available =/

not to be rude but i feel like this should have been done prior
everyone kinda expected to be able to get planets as soon as the update takes place,
now we are soothed with an developer planet to keep us busy?

That is normal process if you can chunk out a release. They have done as much QA as they can internally, but when you release code to the wild, someone will always do something you likely did not expect. Release the game update now, make sure nothing breaks. Release 1 Sovereign world, make sure nothing breaks. Release the storefront so people can buy their own and prepare for the flood gates to open.
