Does it happen every time an attempt is made to load the game?
I had an Error 40 one day and it turned out to be my antivirus. Just a quick option to try. Disable it and retry.
You see that often when you modify the game files incorrectly, do they have any mods installed? Verifying the game integrity from steam usually fixes this.

Looks like a JSON file has been modified or become corrupted.
@Mayumichi’s guidance to verify the files should resolve it.
