Try this analogy out:
You buy a car from a dealership that boasts about having great miles per gallon ratings and amazing top end speed.
Unfortunately all the roads you drive on are congested because they are poorly maintained so your mpg is drastically lower than advertised. Also due to all the potholes you can only drive a mere fraction of the speed the car can go.
Is this the manufacturer’s fault, the dealerships fault, or the fault of the people who maintain the roads?
One of the major items overlooked in laggy games is the routing path and physical infrastructure you connect through. The longer the distance the packets have to travel the more susceptible they are to running into issues before reaching the destination.
One thing that could help at least to a certain degree is having each type of planet in each region. I have no idea of the feasibility of this from a cost perspective though.

Was your lag at 8EDT/0GMT? Because this is when the devs chose as their ideal backup time for all worlds, so everyone gets worse lag for 2 hours starting at these times.
A month ago a dev told me they were aware of this problem and had it on a list of things to fix. It is still not fixed. A better time would obviously be something like 10am GMT 6am EDT 3AM PDT (not 100% sure I did those conversions right). You know, when people are asleep and not playing…
Blake also indicated in that thread that the backups complete in around 1 second and have a minimal effect on server disk load. According to their data the extremely short period of time for the backups and increased disk load is not tied to this issue.

Then why is there daily lag for 2h at the exact same time as their server backups?
Why not change the time and see if it fixes it?

If the issue was due to the backups every single player on every world would be equally affected. This is not the case. People have stated in several posts that they are able to play without issues during that time period.
I am one of the people that play during that time period. Only time I have issues is when my connection to my isp is getting clogged up by the numerous wifi devices in my house on netflix, YouTube, or amazon prime.
Keep in mind that the time period of around 6pm to midnight is also high usage times for traffic going through your isp.

US players on EU servers get this problem

Not all players though. Im US east and can go on EU servers during those hours. Only planets I can’t go to are the AUS servers as my ping is always 300+ to that region.
I understand you are trying to find commonality in this situation but the evidence does not point to your conclusion.
Devs have metrics they reference to that show during those times the server’s resources are not under stress, players are actively connected, and they are playing within those times without issue.
If this was a server load issue then all players on that server would be affected regardless of region.
If this was a connection quality issue to the servers host location then all players on that server location would be affected regardless of region. Players further away would reasonably be affected more but even local region players should show evidence of the congestion or connection issues.
Yes, there is an issue that a percentage of the player base is having. I would be surprised if they were not actively looking at all data they have on the issue and are doing what they can to find the underlying issue.
The most helpful thing is to provide the requested logs and network graphs they have been asking for since early access. This should provide enough data points for them to perform proper root cause investigations to see where the problem is.

Did you try to contact US ISP servers?
It sounds very weird to me, because Boundless is the best online game I can run on a non south american server.
I have some rooms free here if someone want to travel.
