There’s a bunch in anvil like that. I’d say it’s probably got to do with regen. Someone owns the plots under it and that regened back.

They happen ive seen lots of flowers just chilling at the top of people’s plots

You can make stuff float by un-plotting the block it’s attached to. But if you edit any blocks near it you’ll make it fall.
If you regen the floating flowers while they’re falling, the new flowers will also fall and you can just stand there and throw the bombs. Repeat until you have a bajillion flowers… I guess…
