Is intended, @Soju-VB actually asked us about it before posting to make sure

Kraken Brew + That Sinking Feeling quirk = Scuba in Boundless

If you combine the new Kraken Brew with an item with the That Sinking Feeling quirk on it, the breath bar stays full … so with max zeal you can get 30 mins of time under water per Kraken Brew if you have a That Sinking Feeling item in use as well.
