Okay so - Having too many plots can also cause this it seems, I just removed 400 plots or so and it turned into a settlement, even though the connection was nowhere near the place I removed all of these plots ;o
This has occurred for me as well. I had a settlement composed of my outpost and mine alone, currently operating off one beacon without 35k prestige. Out of the Blue the settlement status was lost.
No neighbors. The settlement is built in a circle with some “thin” sections one plot wide.
What happen is we had a single line of seven plots once we made them two wide it fixed the issue.
