I believe there should be a second type of plot, one that can be rented by other players and have set permissions dependent on the landlord requests. the marketable plots can help control footfall traps in markets and will also make for more development of markets. Also a range of protection around the perimeter to prevent people from blocking growth unless that person has permissions, and the landlord can pull the player out of the plot at the end of a payment cycle.
