I can’t seem to warp to this planet! I’m on cardass, I have warp and portal distance on rank 3 and portal epic selected, but it says I need to increase my warp distance skill. What am I missing?

So, I went back to my home world, changed skill page, then changed it back to the one which wouldn’t open the portal, then back to cardass and then it opened. weird.
