Right now NPCs are not in the plan, but some of these suggestions are really cool!

If the 1.0 game doesn’t feel busy enough (in the capital areas) we’re probably failing as an MMO and might need to do other things to foster community. NPCs (if we added them) would be for a specific purpose, and probably not to make the worlds feel busy (although they might have a nice knock-on for doing that).

so they havent completely written it off, but it should only be for very specific things.
