10 foliage every 4 weeks is not a barrier. This is not a problem that needs solving. Maintaining 1 beacon takes literally minutes a year. Unless you live no where near foliage 15 minutes of work will get you enough fuel for a year. The problem here is the players not the game.
Exploit for the private space. Fill it with storage. Use it as a large backpack with the free travel while in the field.
