Does the percentage on the world resource list change? And is there any website or spreadsheet of what planets have the highest percent of what available?
Yes, the list is updated when resources get collected from a planet.
No, there is no list outside of game.
I’ve done the embedded ressources a couple days ago. In the googlesheet, you can compare ressources between them.
