0 hops: any amount of portal conduits, 50 oorts shards to open and 1/hr to maintain
1 hop: 6 portal conduits, 50 oorts shards to open and 1/hr to maintain
2 hops: 9 portal conduits, 100 oorts shards to open and 2/hr to maintain
3 hops: 15 portal conduits, 100 oorts shards to open and 2/hr to maintain
4 hops: 24 portal conduits, 200 oorts shards to open and 4/hr to maintain
5 hops: 32 portal conduits, 200 oorts shards to open and 4/hr to maintain
6 hops: 40 portal conduits, 500 oorts shards to open and 10/hr to maintain
7 hops: 50 portal conduits, 500 oorts shards to open and 10/hr to maintain
