If you make a cosmetic mod/texture & install it, only you can see it.
When you have a mod installed & others have it installed, you can all see the mod as if it were part of the game already.
If I install your mod, we can both see it on each other. Anyone that doesn’t have it installed, can’t see it.
If the game accepts custom mods & adds them to the store for everyone, we’ll all be able to see them (consoles incl).
