i know the sov is easiest way, i know i only have to ask sov owner to allow me to build there but i always want to do it proper way 
even if it take me a few years im going to do it not planning to take over the planet and keep it or become the planetary hub host, im too lazy for it
i just want to archieve the viceroy and ill connect my City to planetary hub

That’s how I got it myself; I found a Sov that had little to nothing on it, and then built a temporary place on it with some gem blocks. I believe you just need to get 10k prestiege to start a settlement, for it to count.
