Skill Points - am I missing something

So, a raft of new features which require lots and lots of skill points. My lvl 50 character is exactly how I want him, so why do I not get additional skill points to play with the new features?
The only way around this is to start a new character, or am I missing something??

Seems nuts to me.

You get the additional skill points with a skill reset.
