So when are the emails going out devs?

We’ll be talking to everyone about Private Worlds at some point in the future, there’s a lot we need to work out, and we’d like to open a discussion with the whole community about it.

I have no further information at this point unfortunately.

the private worlds are different from the backer perk. At a certain level, backers get to design a public (not rented) planet.

I am pretty sure that is what @Oortarch meant.
