Read again, it’s a bit messy but it states "Graph will sample MAX LATENCY every 0.1, -rather than- CURRENT VALUE on the same time span.

Okay. As I read it, the “current value” referred to the sampling rate, not the stat being sampled. (The labels on those graphs are almost too small to read with my soon-to-be 57-year-old eyes, and the trifocals don’t help any.)
