it is bugged only in the respect that once these are gone no one else will be able to achieve it. Until it will be achievable for all going forward it is bugged.
Just a thought for anyone with these, try to get a group (10 or more) of people together with some drained energy. Then you only need to use less of the stack at a time and more have an opportunity to get the achievement with the stack if you are sharing it, or selling use of it.
