I’d say Mal is open to connect to anywhere. When you enter Arajiel (from the Raxxian Sanctuary on Raxxa at {2,244N; 683E; 66A}), you should land in the Arcavia. I believe you’ll quickly find a portal to Thoralem there, and then, you’ll find the request basket as showed in the screenshot above. 
Drop your tokens there, I’m sure Mal will be able to add more creative-bridges depending on how many tokens are given in his basket.
