Just hoping to mop up some confusion: What’s the general consensus on how the tiers are numbered? Some people number them 1-5, and others 0-4.
It depends if they are programmers or not

I would start at 1 cuz 0 in no value. For me 1 is the lowest (even with some programming experience 
)

0=placid no hostility unless provoked 1= spitters attacking left and right. In the long long ago, the before times, they didn’t have such differences in the starter planets.

In that case I shall now on refer to them by their Levels.

The internal way or referring to them is tier 0-7, the way we are meant to refer to the is 1-8 (is my understanding)
Well as I am aver the obedient citizen, then I shall switch to the 1-8 levels system
