Low prestige plots yield pitiful footfall. You have to get your prestige up to 250K if you want to see decent footfall numbers. Plots themselves are worthless towards footfall.

That’s footfall per visitor. Even if you have a settlement up to that much prestige, it means nothing if nobody is entering the area. Someone with half that prestige could make more footfall coin cause they get more unique visitors every 24 hours.
Yes, I’m aware of how footfall works. I was poking a hole in the argument that more plots = more footfall. It doesn’t. Even if you plot all the way around a PS hub on a high-traffic planet like Biitula, if you don’t build anything on those plots your footfall is going to be pitiful.
