I would like to know how or where they are located, Also in there description it mentions something about a Forge I would like to know what that is as well.

Blast shards come from creatures with blast elemental attacks (creatures drop shards corresponding to their elemental attack).
Forge is a future machine that will allow enhancing tools and weapons and probably more than that but so far we were only offered a sneak-peak.
