HELP! Give us your opinion on the balance of beacon compactness?

Not sure if this quoted right, but there was this that he did say, which suggests we can still plot over, and the only negitive is prestige?

interesting it looks quoted right but then he says this.

The basic rules are:

• A beacon will not allow the plotting or unplotting of any plot that will make the beacon uncompact.
• If a beacon becomes uncompact because of changes to neighbouring beacons then the beacon will receive 0 prestige until the beacon is corrected.
• The compactness rating is balanced to allow the creation of new malls and settlements containing roads. However, these networks need to be proportional the the overall size of the community.
