How much you or I like a plot or not is irrelevant to the discussion. Plotting open space is legal, with the caveat noted in the coc.
In early access, i believe the settlement was ineffable isle on andooweem… they had someone take a plot and abandon it… so they built a shrine around the plot “to the one that could have been”. I often visited it just for fun, loved the isle guys.
