The founder/mayor/renter should always be the keeper of the planet. It shouldn’t matter how much another player builds/gains/etc. That’s why people would want these worlds to begin with…to avoid all of that. I’m not going to keep paying $$$ for my planet if someone else is allowed to take over somehow.

Rented worlds, and banning from them wouldn’t be such an issue if they had to follow the colour/resource schematic of an already existing planet. That way the only thing special about it is the building and plotting. That seems like what most people want it for anyways. It would only hurt their own footfall when they banned somebody.
