I have found a way to have the “Clear Weather” quirk without holding the tool anymore!
Step by step:
- get a tool with a quirk
- go to Sanctum
- open portal to your beacon
- when passing through the portal, you get “Interstellar Stasis” - change your quirk item to another or empty hand
- your quirk goes away
- interstellar stasis goes away
- quirk returns
- congrats, you have a permanent quirk

I moved it to support as possible bug. Doesn’t feel like something intended.

It’s likely a side effect of an issue where players reported getting stuck with defects / quirks even after unequipping affected tools.
